Mark Small
Mark Small is a passionate and accomplished Safety Professional, driven to create safer, healthier workplaces through his expertise in workplace health and safety, risk management, training, and investigations.
He is an Adjunct Lecturer at Edith Cowan University, where he teaches incident investigation, and holds professional recognition as a Fellow of the Australian Institute of Health & Safety, Fellow of the Australian Institute of Management, and Associate Fellow of the Nautical Institute. Mark is also an Exemplar Global–certified Lead Auditor, ICAM Lead Investigator, and a licensed investigator in Western Australia.
Professional Experience & Leadership
With over 20 years of experience, Mark has led safety initiatives and risk management strategies across diverse industries, both in Australia and internationally. He has conducted complex investigations involving workplace incidents, regulatory breaches, and psychosocial hazards, bringing deep expertise in legal frameworks, compliance, and safety systems.
Mark has held executive leadership roles including President, Chairman, Executive Director, Chief Operating Officer, and General Manager. He has chaired both for-profit and not-for-profit boards for over a decade, demonstrating a sustained commitment to governance and strategic oversight.
He is a Life Member and past President of the Energy Club WA, former Chairman of the Leeuwin Ocean Adventure Foundation, and former Chairman of the Flying Angel Club (Mission to Seafarers, Fremantle)—reflecting his ongoing contributions to the energy, maritime, and community sectors.
Investigations Expertise
Mark is a Lead Investigator specialising in Work Health and Safety (WHS) investigations, with experience leading inquiries into serious incidents and near misses using structured methodologies such as ICAM. He works closely with employers, regulators, and legal counsel to identify root causes, drive corrective action, and promote continuous improvement in safety performance.
He also undertakes psychosocial investigations, focusing on workplace psychosocial hazards and risk factors. Mark applies trauma-informed practices while ensuring procedural fairness and legislative compliance. His approach maintains investigative rigour while supporting the psychological wellbeing of all parties involved.
As a licensed investigator in Western Australia, Mark is trained and experienced in complex regulatory and administrative investigations. His scope includes matters involving misconduct, fraud, corruption, and breaches of legislation or policy. All investigations are conducted in accordance with procedural fairness and the Australian Government Investigations Standards (AGIS).
Maritime Experience
Mark has a strong foundation in the maritime sector, having previously held a Master Class III and Marine Engine Driver Grade I Certificate of Competency. He served in both seagoing and shore-based roles, including six years with Fremantle Ports in operational and management capacities.
He has also managed an Offshore and Maritime Training Centre, delivering STCW and OPITO-accredited training to offshore and maritime professionals, ensuring high standards in safety and operational readiness.
Earlier in his career, Mark served as an Australian Customs Officer with the National Marine Unit, gaining frontline experience in border security, maritime law enforcement, and investigations.
